Fringe events are run independently of the main conference programme, by a range of bodies from the local government family. The following events took place at the 2009 Annual Assembly.

Local Government Ombudsman:
'LGO developments: an update'

Tony Redmond, Local Government Ombudsman, will give an update on the LGO's latest developments including new areas of jurisdiction. It will be followed by a Q&A session.

Association of Council Secretaries and Solicitors (ACSeS):
'How far can ethical standards improve?  Is there utopia for monitoring officers?'

The ACSeS fringe event explores the practicalities of public expectation, the Nolan Principles and the consequences and compromises of democratic representation on the local government decision making framework. Are ethical standards a culture, a management tool, an ideal or a rulebook? Where is it all going? Can standards improve in a political environment? Is the monitoring officer’s role to defend, or collude with, political interests?  Join us for this big picture debate.

Improvement and Development Agency (IDeA):
'Social media and ethics - top tips for councillors'

E-mails, blogs, twittering, and social networking by councillors is welcomed to increase participation in democracy. Join a stimulating discussion exploring how standards committees and monitoring officers:

Ingrid Koehler (IDeA) and Councillor Jamie Cousins who has ‘blogged’ for years provide top tips to keep out of trouble on the internet.

Association of Independent Members of Standards Committees in England (AIMSce):
'Into focus – the development of independent members'

A session focusing on the responsibilities and training of independent members. Why are independents required? How do they achieve leadership and assist in the development of the broader ethical agenda, within the structure and functioning of local authorities.  How do they relate to the officers and elected members?
